be? article: jun 19, 2016 remaining in eu is about more than the economic argument it is about was sort of country do we wish to be. i believe passionately that the world is a better place when people work together for mutual benefit and not just self-interest. the question is how best to achieve this in the complex and interconnected world that we have today? there are various examples around the world of countries coming together in some form of association with their neighbours to help improve trade and relations between them, but i find no better example of where this is done than in the european union. what do the liberal democrats stand for? page: may 24, 2015 what do the liberal democrats stand for? i believe it is only possible to achieve good, practical and coherent policy, if it is founded on both good evidence and good ideals. therefore it is important to know what a party stands for, otherwise real meaning of the policy headlines can be unknown. in 1945 william beveridge said "the outstanding merit of liberalism as a political creed - that it stands for the general interest - means that the liberal party, unlike both its rivals, cannot count on automatic support from any sectional interest. it must build its own organisation for itself and its ideals." camra - real ale and pubs article: may 6, 2015 thank you for contacting me about camra's manifesto for real ale and pubs. we have a fantastic drinks and pub industry in the uk and i'm proud of the steps we've taken in government to support it. pubs are at the heart of our communities, particularly in rural areas. not only that, they are making a significant contribution to the economy. isle of wight county press questions article: may 6, 2015 education question:- how can education standards and expectations be raised on the isle of wight? good funding - keep and extend the pupil premium to help disadvantaged pupils, with a larger premium for early years. rule out profit-making schools, and only fund new mainstream schools in areas requiring extra places. keep it local, always allow local authorities to select the school sponsor. high value property levy (mansion tax) article: may 6, 2015 thank you for your email concerning our policy on introducing a banded high-value property levy on residential properties worth over £2 million. the high-value property levy would add a modest, new, banded mansion tax through the council tax system for properties worth more than £2 million. nobody in a home worth less than £2 million would be affected and the level of banding would increase each year in line with inflation. the banded approach is simple and could be introduced quickly after the 2015 election. the levy will be separate from and paid in addition to council tax, and will be collected by local authorities alongside council tax, but be pooled nationally. the high-value property levy will raise £1bn per year through a staggered charge on properties worth more than £2m, with the proposed bands and corresponding levy as follows: owners of homes worth between £2m and £2.5m will pay £2,000 a year; this would rise to £3,500 for properties worth £2.5m-£3m; £5,000 for properties worth £3m-£4m; and the charge would be set at £9,000 for properties worth £4m-£5m. a decision on how much to charge owners of properties worth more than £5m will be taken in a post-election budget. we do not wish to cause unnecessary hardship to homeowners who will become liable to the charge but struggle financially to pay it, and that is why there will be protections for people on low incomes, such as allowing people to defer the charge and pay later on when their house is sold. furthermore, anybody who thinks that their house has been unfairly valued will be able to appeal, just as they can already do with council tax. the high-value property levy is part of a package of measures we have set out in our manifesto to balance the books and create a fairer tax system that addresses the significant wealth and income inequality that currently exists in the uk. a responsible approach to tackling the deficit and our country's debts is essential because it underpins everything else we want to achieve. in the last five years, we have worked hard to bring balance back to britain's public finances. the deficit is now half what it was when we took office in 2010. nevertheless, there is still work to be done. debt interest payments last year were £46 billion - more than we spent on schools. the liberal democrat objective is to eradicate the structural current budget deficit by 2017/18 and have debt falling as a percentage of national income, so it is back to sustainable levels by the middle of the next decade. in 2010, liberal democrats insisted the coalition adopt a fairer approach to dealing with the deficit, using both spending cuts and tax rises, than the conservatives had planned. the conservatives now want to scrap this approach entirely and use only spending cuts to finish the job. we reject this proposal, which would do significant damage to britain's public services and require punitive cuts to benefits on which some of the most vulnerable people depend. so as we finish the job of balancing the books, we will use taxes on the wealthiest, on banks and big business and on polluters, and we will bear down on tax avoidance and evasion, to limit the impact of deficit reduction on public services. we do not think low and middle income earners should bear the burden of tax rises: our plans do not require any increase in the headline rates of income tax, national insurance, vat or corporation tax. in fact, our plans enable us to continue to cut taxes for people on low and middle incomes by raising the tax- free personal allowance. having a balanced approach on tax and spending enables us to: protect the least well-off in society and users of public services from the impact of measures taken to tackle the deficit. invest, over the parliament, the money nhs chiefs say is essential to protect our health service. extend the protection of schools' budgets to include early years and 16-19 education. limit reductions in departmental spending to less than half the rate agreed for 2015/16. limit welfare reductions so we do not destroy the essential safety net that protects us all in times of crisis. continue to spend 0.7% of gross national income on international development aid, helping the poorest in the world. i hope this explains the policy a bit more and the reasons why we are looking have some limited tax rises along side spending cuts in order to balance the government finances. toilets transforming the future article: may 6, 2015 thank you for contacting me about improving water and sanitation in the developing world. access to clean and safe water, sanitation and hygiene are among the most basic of human rights. i am hugely disappointed that in 2014 one in three people around the world still do not have access to a proper toilet, while almost 800 million can't access clean water. this crisis has claimed the lives of more than ten million children below the age of five since 2000. early years education through the lib dem diamond window article: may 4, 2015 the quality of early years education plays a crucial role in determining how children perform throughout the rest of their time in school. therefore the liberal democrats are proud have made delivering improvements in this area one of our top priorities in this election. the lib dem manifesto sets out a number of steps we will take to improve the quality of early years teaching and to raise the status of those who work in early years. if elected, what would be my aim? article: may 3, 2015 my overall aim is to obtain and give as much help to the island as possible, to be the iw council's critical friend & central government champion, to promote and enable local businesses to flourish and to help community groups achieve more. my vision is for everyone to work together for the island's benefit and my overarching task is to improve people's lives. £10 minimum wage campaign article: may 3, 2015 thank you for contacting me with respect to the minimum wage campaign. on both the councils i am part of until may we have increased wages in the last five years to ensure everyone is paid at least the living wage. on the parish council the principle way we ensured the pay rises benefited the low waged employees was to have annual salary rises of £500 per year and not percentage pay rises. so that percentage wise those at the bottom got more and than the employees at the top. cafod: how will you tackle poverty and climate change? article: may 3, 2015 like you i am incredibly grateful for the sterling work cafod do to help the most vulnerable abroad. i am pleased that cafod has worked with the government to deliver some of our aid programmes abroad. 2015 offers us a significant opportunity to agree new international goals to tackle climate change and poverty. i'm determined we grab this opportunity to protect our environment and ensure no one is left behind. media ownership and leveson article: may 3, 2015 thank you for this email on the important subject of keeping the media both free and accountable. i want to see a free, plural and diverse media in the uk. to achieve this, we need to reform the existing arrangements for safeguarding the plurality of the media, but the current rules don't go far enough. in my view, should be done broadly in line with the recommendations of the house of lords communications select committee in 2014. part of the problem comes from how the current framework was created. in 2003, the labour government passed the communications act, which dealt with the issue of media ownership. their initial plan was to have no plurality test at all, leaving the media open to corporate monopoly. it was the work of the liberal democrats that led to the introduction of the plurality test that prevented the bskyb takeover in 2012. breast cancer: stop women dying campaign article: may 3, 2015 thank you for contacting me about the stop women dying campaign. this is a disease that has affected members of my family and so i would be delighted to support the campaign and become a breast cancer ambassador, if elected. cancer is a horrible disease, and although we have made great progress on one-, five- and ten-year survival rates in the last thirty years, more still needs to be done if we are to beat breast cancer for good. liberal democrats in government have prioritised cancer care by improving access to innovative treatments through the cancer drugs fund, which has helped 60,000 people. more people receive treatment for cancer and are referred by their gp now than five years ago. the 2014 annual cancer patient experience survey results also show substantial improvements on 46 indicators measured since 2010. in 2011, we published a cancer outcomes strategy, setting out an ambition to save additional 5,000 lives per year by 2014/15, supported by more than £750m in funding. £450m of this was targeted at improving early diagnosis - a crucial part of improving cancer survival rates - by driving up public awareness of the symptoms of cancer and improving access to key diagnostic tests. we also launched the sign and symptoms awareness campaign be clear on cancer, which has been crucial in raising awareness in many age groups. this includes women over 70, who account for one in three breast cancer diagnoses, and who the campaign targeted in 2014. in january 2015, nhs england launched an independent task force to develop a five year action plan to improve cancer survival rates. the review will be chaired by the chief executive of cancer research uk and will look at prevention, first contact with services, diagnosis, treatment, support for people living with and beyond cancer, and end-of-life care. liberal democrats want to improve access to other gp appointments, build on the success of awareness campaigns like be clear on cancer and set clear targets for early diagnosis rates. we want to improve cancer treatments too and build on the £775m of investment liberal democrats in government provided for nhs medical research over five years, of which cancer was a main beneficiary. we want to continue to prioritise investment in the most serious life threatening diseases, such as cancer, in the next parliament. but we can only achieve this if the nhs is properly funded in the coming years. that's why the liberal democrats have set out clear, costed plans to provide an extra £8bn a year to the nhs by 2020. this is in line with recommendations made by the nhs chief executive last year. while the other parties claim they want to support our health service too, all they have offered is warm words with absolutely no indication of how they will pay for it. in my view, providing sufficient funding for the nhs is essential if it is going to continue to provide high quality care to people with all conditions. i believe that the next government will deliver that only if the liberal democrats are part of it. support for 7 million uk carers article: may 3, 2015 thank you for writing to me about support for carers and i wish you well with all your campaigning on this very important issue, as it is an issue which i and the rest of party have as a priority because we care greatly about it. you are right to say that high quality social care must be underpinned by sufficient and sustainable funding. i was pleased to see that last year the government provided an extra £1.1bn to councils in england to ensure they continued to provide proper social care to support carers and their families. however i appreciate that there is still much more we can do. as you will be aware, many carers also struggle financially. needless to say there can be huge challenges to combining work with caring responsibilities. one way in which we have proposed supporting carers in this positon is by increasing the level of eligibility for the carers allowance. there are also real problems with carers not being able to take a break and the impact this can have on their health. that's why the liberal democrats want to introduce an annual 'respite bonus' of £250 for anyone who is a carer for more than 35 hours a week. each individual would be free to decide how to spend the money, but it could cover some of the cost of a day trip or weekend away. in government, my lib dem colleagues have secured an increase in the amount carers can earn before losing the allowance, taking it up to £110 this april. however, we will go further in the next parliament, and raise this again to £150 a week. this will increase the number of carers accessing this support, as well as making it possible for more carers to take up paid work if they are able to do so. with around one in five carers giving up work and half of carers who are not working, saying that they would like to do so, we also need to make work more flexible. the lib dems have proposed consulting on proposals to give additional days leave for carers in the next parliament. with regard to the problems you have highlighted about the identification of carers, we want to place a legal duty on the nhs to identify carers. under our proposals, carers would then receive a 'carers passport' which would make carers more aware of their rights as expert partners in care and give them clearer and easier access to support. lastly, i want to say that i wholeheartedly support your calls for better integration between health and social care. addressing integration will vastly improve patient experience for people with long term conditions and a range of needs. how would stv for the island work? article: may 3, 2015 single transferable voting system works on the basis of having multi-member natural community constituencies. for the island the natural community is isle of wight and the last boundary review of the westiminster seats concluded that the island would have two members. so under stv for the island the isle of wight would have two members voted for by the whole island, without any artificial island division. all the candidates standing would simply be ranked by each voter from best to worst and the two candidates who most people preferred would be elected. and under this system an existing mp can face a challenge from a candidate of the same party to finish top of poll. animals matter campaign article: may 3, 2015 thank you for contacting me with respect to the animals matter campaign, which i basically support however rather than just a yes/no answer i thought a fuller reply would be better. i know that there are serious concerns about the humaneness of snares. self-lock snares are already banned and i am pleased that there are strict rules about how other snares can lawfully be used. i want the next government to tackle the illegal use of snares, and i believe that local authorities and the police must continue to clamp down on illegal activity. amnesty: what will you stand for? article: may 3, 2015 thank you for writing to me about human rights and the use of torture. as a liberal democrat i believe that human rights are vitally important and must be upheld at all times. i am proud that the liberal democrats in government have put respect for human rights and international law at the heart of the uk's foreign policy. this includes working for the abolition of the death penalty worldwide, torture prevention, freedom of religion and tackling female genital mutilation (fgm). in opposition, liberal democrats supported the introduction of the human rights act and in government, liberal democrats have stopped the conservatives from scrapping the human rights act. we believe that you cannot just pick and choose who is entitled to human rights as the conservatives are proposing. you can back the liberal democrat campaign on this issue here: equitable life pension policies article: may 3, 2015 thank you for contacting me about this important issue of justice for policy holders of equitable life. my understanding of the current position is:- equitable life essentially collapsed in 2000 when it closed to new business and reduced payouts to its existing members. when liberal democrats entered government in 2010, we announced a compensation commitment of £1.5 billion - the equitable life compensation scheme - and in the 2013 budget, we provided an additional compensation package for more than 9,000 people who had bought an equitable life with-profits annuity (wpa) before 1 september 1992 and are aged over 60. these people had not been entitled to compensation as part of the first compensation scheme announced in 2010. we took action because the group of people affected were under unexpected financial pressure in their later years after not receiving the income they had bargained for with their equitable life policies they had bought over 20 years ago. as of 30 june 2014, £972.9 million had been paid to 877,414 policyholders. the action we took was welcomed by the equitable members' action group (emag). the equitable life payment scheme has now contacted all the policyholders it could trace but if people think they are eligible for compensation and have not been contacted, they should get in touch with the scheme. approximately 160,000 policyholders who are due compensation have not yet been traced or properly validated. equitable life collapsed on labour's watch in 2000 but labour failed to help those who had lost money. labour's economic mess was embodied in equitable life's failure. and they even used the government whip in 2009 to defeat an early day motion from vince cable to compensate equitable life victims. the parliamentary ombudsman reported on 10 instances of maladministration by government officials and regulators around the time of equitable life's collapse. liberal democrats have taken action in government to improve regulation in financial services. our banking reform act 2013 implements key recommendations of the parliamentary commission on banking standards. we have put the bank of england at the forefront of the supervisory regime and have given it new powers to address risks as they emerge to prevent another bank collapse. we've also brought in new laws to separate high street banking from the trading floor in the city. a more stringent approval regime for senior bankers has been brought in and we are committed to increasing competition in the banking sector so consumers have more choice. motor neuron sufferers shouldn't die without a voice article: may 3, 2015 thank you for contacting me about motor neuron disease(mnd) and raising the really important issue of making sure those affected have their voices heard. my wife and i have some knowledge of this disease. a good friend of ours, who's daughter was a bridesmaid at our wedding in cowes over 25 years ago, died of this disease a couple of years ago. this is why i would be happy to sign up to the mnd charter, as i am very supportive of its five aims. where do you stand on surveillance? article: may 3, 2015 it is one subject in this election that i know more about than the other candidates on the isle of wight. for the past 15 years many of my projects at work have been in the cyber security field. the legal constraints do need improving so that council's etc cannot use the same legalisation to check on what goes in dustbin and where a child actually lives to get a school place. votesmart declare the only choice for isle of wight article: may 1, 2015 research published by votesmart has shown that of the liberal democrats has become the only left of centre candidate who can win in isle of wight. with the election in isle of wight being one of the closest fought in history it has become crucial that voters unite behind a progressive candidate who can defeat the reactionary candidates from ukip and the conservative party. letter from eu trade commissioner malmstrom document: apr 25, 2015 70.51 kib drawing or desktop publishing document download "letter from eu trade commissioner malmstrom" install adobe reader, which can open this type of file help to rent article: apr 10, 2015 helping young adults out of the family home and into their own place liberal democrats have announced plans for a new help to rent scheme to support young workers move out of their family home and into a rented property. research shows that around two million young working adults still live with their parents despite being in paid work. rising rental costs mean that many young workers can't afford the money needed for a tenancy deposit of the one to two month's rent expected up front unless they have financial help from their parents or friends. under the 'help to rent' scheme, young working people in england will be able to borrow up to £1,500 (£2,000 in london) from the government to go towards their tenancy deposit. to be eligible, tenants would need to be between 18-30 years old, in paid employment and not be home owners or seeking social housing tenancy. loans could be paid over one or two years and once paid off, could be used for future rental properties. the knock-on effect of having young working adults in the family can also lead to parents having to upsize or delay the downsizing of family homes to accommodate older children, thereby reducing the availability of family homes. launching the scheme, deputy prime minister and leader of the liberal democrats nick clegg said: "increasingly we see young people stuck in the family home as they can't afford the upfront costs of a deposit to rent a property despite having a paid job. it's simply unfair that thousands of hard-working young people still have to live in the same bedroom they lived in when children. when you get your own job, you want to stand on your own two feet, have your own space, and not have to rely on the bank of mum and dad. our help to rent scheme removes this barrier to young people's independence, providing access to up to £2,000 towards their tenancy deposit so they can fly the nest and rent their own space." commetating on the the scheme, the isle of wight's parliamentary candidate said: "this is a great policy to help young people start to build a life of their own and combined with the previously announced help to own scheme clearly demonstrate that the liberal democrats have a range of polices to assist with housing, as well as the basic one of build enough homes in the first place" government pupil premium policy sees schools report dramatic changes article: mar 22, 2015 by richard garner in the independent the government programme gives schools extra cash for every disadvantaged pupil they take in thinking outside the box can do wonders for disadvantaged pupils, according to evidence from schools about how they are using the government's pupil premium to improve performance. in one case, the simple act of buying a pupil a football kit and providing soccer coaching, as his parents were unable to afford it, dramatically improved his performance, schools minister david laws told the independent . "it got him taking part in lessons and attending again," said the liberal democrat. a study of how schools have implemented the government's pupil premium programme - which gives schools extra cash for every disadvantaged pupil they take in - also reveals that participating in the arts or sports can put pupils two months ahead in the three rs. taking pupils out on school trips can boost performance by three months, it added. some schools have found children without computers at home are falling behind their classmates because they do not have the facilities to do homework. as a result, they have set up breakfast computer clubs. the evidence has emerged on the eve of an awards ceremony in london on wednesday for those schools that are making the best use of the pupil premium, which the lib dems have pledged to protect from inflation. commenting on this article the isle of wight's parliamentary candidate said:- "lib dems front cover manifesto pledge from 2010 to help disadvantaged pupils is working" related link:- the original article lib dem 2015 budget highlights article: mar 20, 2015 commenting on the 2015 budget isle of wight's lib dem candidate said:- "thanks to the lib dems in government, the budget had some really good bits." the final budget of this parliament has liberal democrat policies at its core. the budget confirms that liberal democrats in government are building a stronger economy and a fairer society, creating opportunity for everyone. in government we have ensured that britain has kept on the path to recovery in a way that is fair. good news for savers article: mar 20, 2015 the budget has confirmed new measures that will allow 95 per cent of individuals to save completely tax free. in a radical reform to the savings tax system, a new personal savings allowance will be created from april 2016. this means exempting the first £1,000 of savings income from any tax for basic rate taxpayers and the first £500 for higher rate taxpayers, saving up to £200 off an annual tax bill. this will not apply to additional rate taxpayers. clegg: i am more anti-establishment now than when i entered government article: mar 20, 2015 by phoebe greenwood and rowena mason in the guardian lib dem leader makes unexpected claim in a guardian interview in which he says the way politics works is 'bust' and westminster is a 'joke' nick clegg has declared he feels more anti-establishment now than he did when he entered government five years ago as deputy prime minister. the liberal democrat leader made the unexpected claim in an interview with the guardian, in which he said the way politics works is "bust" and described westminster as a "joke". borrow less labour and cut less tories article: mar 19, 2015 borrowing £70bn less than labour and cutting £50bn less than the tories, balancing the country's books and investing in the future needs the correct balance. the plans are based on the liberal democrat values of fairness and strength and how they will deliver on our commitment to balance the books fairly. rent to own article: mar 14, 2015 the lib dems have launched 'rent to own' - a housing scheme that helps first-time buyers build up a share in their home through renting. young people will be able to buy their own home without a deposit to help them onto the housing ladder under these radical liberal democrat manifesto plans. commenting on the proposal isle of wight ppc said: let's make britain a great economy again article: mar 10, 2015 liberal democrats have set out plans to build a stronger economy with a target of making the uk the largest economy in europe by 2035. this ambition will involve overtaking both france and germany and sustaining economic growth of an average of more than one per cent higher per year than germany until 2035. nick clegg and vince cable set out the party's five point plan for long-term sustainable growth that builds on the foundations of strong public finances and investment as the liberal democrats have set out in their fiscal rules. tidal lagoons article: mar 2, 2015 by a great idea clean safe energy generation aiming to get a zero carbon britain by 2050. this week lib dem energy secretary ed davey said he wanted to back the great idea of tidal lagoons. the scheme is for six lagoons, four in wales and one each in somerset and cumbria, which will capture incoming and outgoing tides behind giant sea walls, then let the water either in or out of the lagoons via power turbines to generate electricity. this plan will generate 8% of the uk electricity requirement in a clean and safe manner, without the need to depend on the vagaries of the international oil market. world-leading auctions to provide major green electricity boost article: feb 28, 2015 liberal democrat minister fo r energy & climate change ed davey has announced plans for 27 renewable electricity projects which together could power 1.4 million homes, comparable to the number of households in wales. if built, these projects could support thousands of green jobs, bolster energy security and cut the cost of renewable electricity. the island needs an entrepreneurial council article: feb 25, 2015 ahead of this evenings full council meeting there has been much talk of the need to cut services and reduce cost. however, there are always two ways to reduce a budget deficit cutting back is one, but the other is to increase income. in the uk many council's around the country have taken up the challenge of reduced income from central government by increasing funding from other sources. the local government associations terms these councils "entrepreneurial councils". the local government association also highlights best practice of an entrepreneurial council on their website at http://www.local.gov.uk/futurewaysofworking . ferries: a fresh approach article: feb 22, 2015 last friday i met the management of wightlink, chief executive russell kew and the chief operating officer john burrows. my aim was to understand their business better, so that if i were fortunate enough to be elected mp in may, i could help improve the ferry service offering to islanders. the business older items display: desktop switch to: accessible (requires cookies) my account privacy policy other party sites if you enter your details on this website, the liberal democrats, locally and nationally, may use information in it, including your political views, to further our objectives, share it with our elected representatives and/or contact you in future using any of the means provided. some contacts may be automated. you may opt out of some or all contacts or exercise your other legal rights by contacting us. further details are in our privacy policy at davidgoodall.org.uk/en/privacy printed (hosted) by prater raines ltd , 98 sandgate high street, folkestone ct20 3by published and promoted by at 2 culvery gardens, west end, southampton so18 3nd the views expressed are those of the publisher, not of the service provider. website developed by prater raines ltd / design by dane williams, with modifications by prater raines ltd
