2015 thank you for your email concerning our policy on introducing a banded high-value property levy on residential properties worth over £2 million. the high-value property levy would add a modest, new, banded mansion tax through the council tax system for properties worth more than £2 million. nobody in a home worth less than £2 million would be affected and the level of banding would increase each year in line with inflation. the banded approach is simple and could be introduced quickly after the 2015 election. the levy will be separate from and paid in addition to council tax, and will be collected by local authorities alongside council tax, but be pooled nationally. the high-value property levy will raise £1bn per year through a staggered charge on properties worth more than £2m, with the proposed bands and corresponding levy as follows: owners of homes worth between £2m and £2.5m will pay £2,000 a year; this would rise to £3,500 for properties worth £2.5m-£3m; £5,000 for properties worth £3m-£4m; and the charge would be set at £9,000 for properties worth £4m-£5m. a decision on how much to charge owners of properties worth more than £5m will be taken in a post-election budget. we do not wish to cause unnecessary hardship to homeowners who will become liable to the charge but struggle financially to pay it, and that is why there will be protections for people on low incomes, such as allowing people to defer the charge and pay later on when their house is sold. furthermore, anybody who thinks that their house has been unfairly valued will be able to appeal, just as they can already do with council tax. the high-value property levy is part of a package of measures we have set out in our manifesto to balance the books and create a fairer tax system that addresses the significant wealth and income inequality that currently exists in the uk. a responsible approach to tackling the deficit and our country's debts is essential because it underpins everything else we want to achieve. in the last five years, we have worked hard to bring balance back to britain's public finances. the deficit is now half what it was when we took office in 2010. nevertheless, there is still work to be done. debt interest payments last year were £46 billion - more than we spent on schools. the liberal democrat objective is to eradicate the structural current budget deficit by 2017/18 and have debt falling as a percentage of national income, so it is back to sustainable levels by the middle of the next decade. in 2010, liberal democrats insisted the coalition adopt a fairer approach to dealing with the deficit, using both spending cuts and tax rises, than the conservatives had planned. the conservatives now want to scrap this approach entirely and use only spending cuts to finish the job. we reject this proposal, which would do significant damage to britain's public services and require punitive cuts to benefits on which some of the most vulnerable people depend. so as we finish the job of balancing the books, we will use taxes on the wealthiest, on banks and big business and on polluters, and we will bear down on tax avoidance and evasion, to limit the impact of deficit reduction on public services. we do not think low and middle income earners should bear the burden of tax rises: our plans do not require any increase in the headline rates of income tax, national insurance, vat or corporation tax. in fact, our plans enable us to continue to cut taxes for people on low and middle incomes by raising the tax- free personal allowance. having a balanced approach on tax and spending enables us to: protect the least well-off in society and users of public services from the impact of measures taken to tackle the deficit. and although we have made great progress on one-, five- and ten-year survival rates in the last thirty years, more still needs to be done if we are to beat breast cancer for good. liberal democrats in government have prioritised cancer care by improving access to innovative treatments through the cancer drugs fund, which has helped 60,000 people. more people receive treatment for cancer and are referred by their gp now than five years ago. the 2014 annual cancer patient experience survey results also show substantial improvements on 46 indicators measured since 2010. in 2011, we published a cancer outcomes strategy, setting out an ambition to save additional 5,000 lives per year by 2014/15, supported by more than £750m in funding. £450m of this was targeted at improving early diagnosis - a crucial part of improving cancer survival rates - by driving up public awareness of the symptoms of cancer and improving access to key diagnostic tests. we also launched the sign and symptoms democrats want to improve access to other gp appointments, build on the success of awareness campaigns like be clear on cancer and set clear targets for early diagnosis rates. we want to improve cancer treatments too and build on the £775m of investment liberal democrats in government provided for nhs medical research over five years, of which cancer was a main beneficiary. we want to continue to prioritise investment in the most serious life threatening diseases, such as cancer, in the next parliament. but we can only achieve this if the nhs is properly funded in the coming years. that's why the liberal democrats have set out clear, costed plans to provide an extra £8bn a year to the nhs by 2020. this is in line with recommendations made by the nhs chief executive last year. while the other parties claim they want to support our health service too, all they have offered is warm words with absolutely no indication of how they will pay for it. in my view, providing sufficient funding for the nhs is essential if it is going to continue to provide high quality care to people with all conditions. i believe that the next government will deliver that only if the important issue, as it is an issue which i and the rest of party have as a priority because we care greatly about it. you are right to say that high quality social care must be underpinned by sufficient and sustainable funding. i was pleased to see that last year the government provided an extra £1.1bn to councils in england to ensure they continued to provide proper social care to support carers and their families. however i appreciate that there is still much more we can do. as you will be aware, many carers also struggle financially. needless to say there can be huge challenges to combining work with caring responsibilities. one way in which we have proposed supporting carers in this positon is by increasing the level of eligibility for the carers allowance. there are also real problems with carers not being able to take a break and the impact this can have on their health. that's why the liberal democrats want to introduce an annual 'respite bonus' of £250 for anyone who is a carer for more than 35 hours a week. each individual would be free to decide how to spend the money, but it could cover some of the cost of a day trip or weekend away. in government, my lib dem colleagues have secured an increase in the amount carers can earn before losing the allowance, taking it up to £110 this april. however, we will go further in the next parliament, and raise this again to £150 a week. this will increase the number of carers accessing this support, as well as making it possible for more carers to take up paid work if they are able to do so. with around one in five carers giving up work and half of carers who are not working, saying that they would like to do so, we also need to make work more flexible. the lib dems have proposed consulting on proposals to give additional days leave for carers in the next parliament. with regard to the problems you have highlighted about the identification of carers, we want to place a legal duty on the nhs to identify carers. under our proposals, carers would then receive a 'carers passport' which would make carers more aware of their rights as expert partners in care and give them clearer and easier access to budget, we provided an additional compensation package for more than 9,000 people who had bought an equitable life with-profits annuity (wpa) before 1 september 1992 and are aged over 60. these people had not been entitled to compensation as part of the first compensation scheme announced in 2010. we took action because the group of people affected were under unexpected financial pressure in their later years after not receiving the income they had bargained for with their equitable life policies they had bought over 20 years ago. as of 30 june 2014, £972.9 million had been paid to 877,414 policyholders. the action we took was welcomed by the equitable members' action group (emag). the equitable life payment scheme has now contacted all the policyholders it could trace but if people think they are eligible for compensation and have not been contacted, they should get in touch with the scheme. approximately 160,000 policyholders who are due compensation have not yet been traced or properly validated. equitable life collapsed on labour's watch in 2000 but labour failed to help those who had lost money. labour's economic mess was embodied in equitable life's failure. and they even used the government whip in 2009 to defeat an early day motion from vince cable to compensate equitable life victims. the parliamentary ombudsman reported on 10 instances of maladministration by government officials and regulators around the time of equitable life's collapse. liberal democrats have taken action in government to improve regulation in financial services. our banking reform act be between 18-30 years old, in paid employment and not be home owners or seeking social housing tenancy. loans could be paid over one or two years and once paid off, could be used for future rental properties. the knock-on effect of having young working adults in the family can also lead to parents having to upsize or delay the downsizing of family homes to accommodate older children, thereby reducing the availability of family homes. launching the scheme, deputy prime minister and leader of the liberal democrats nick clegg said: "increasingly we see young people stuck in the family home
